Bieber Had To Get Po-Lease Clearance Just To Wave

Yes he's a heart throb and this just proves it.  Liverpool police had to "allow" Bieber to wave to his fans!  Yeah he had to get clearance from the cops just to step out  on his balcony and wave!  They thought it would calm down the scream tween females and it would somehow convince them to go home, but they thought wrong!  The crowd remains!
